Your top choice seems to be improving the graphics card.
Consider a RX 590 or a more powerful model, based on your budget.
If you're on a tighter budget, a used RX 570 would still offer a clear upgrade and would be under $100.
Then you could move on to the CPU, but you'd also need to replace the motherboard and RAM.
It would cost around $250... to $120 for a Ryzen 2600, about $70 or more for a motherboard, and roughly $60-80 for 16 GB of memory.

I omitted the ps: XFX - 750W, 80 Plus Bronze Single +12V Rail. Since I assembled this PC myself, I’m confident I can overclock it, though I haven’t tried before. I wonder if adding a second graphics card would work—my motherboard can handle it and the PS should support it. Thanks again.

It would be wiser to opt for a newer card instead of using two older ones. Current releases typically don't allow dual cards anymore, at least not in a straightforward way. If you're on a tight budget right now, follow these steps:
Update your motherboards
BIOS
Install the latest drivers (see the link above)
Remove the display drivers via DDU and replace them with the newest version
Update Windows and refrain from running background applications while playing
Increase your CPU and GPU overclocking (this requires some time and research, but it can improve performance; you'll need a better cooler)
Run the game at low settings to maintain stability and playability
