Connect the device to a LAN port, then run ipconfig in the command prompt. Use the default gateway to reach the web page settings.

Address more than just blocking the firewall. This device is creating double NAT behavior. For a device like this, switching it into bridge mode is necessary. It turns the unit into essentially a modem. You can handle this yourself, or you may need to contact your ISP for assistance. Certain advanced settings aren't accessible to regular users.

They reached out for help, explaining it was just a simple mod demod device without any firewall or NAT features

Other standard modems besides the D3.1 models lack several LAN connections. So... it's unclear here. The best way to confirm is to see what WAN IP address the ASUS router receives. If it's something like 192.168.x.x or 10.x.x.x, your ISP might be causing issues. The only modems I've noticed with multiple Ethernet ports are Docsis 3.1 models, which use these ports for Link Aggregation to boost speeds beyond 1 Gbps. Since manufacturers often cut corners on 10 Gbps ports, that's probably why.

Consider connecting your laptop directly to the "Modem" via a LAN port. Check the ipconfig address view for the default gateway information. I understand the ISP is certainly making things complicated. If the default gateway is in bridged mode, that’s likely the correct setup. Some routers allow this in the interface settings, while others don’t. I know the router my ISP gave me does support bridging and has been connected to a Cisco device.
