I assembled my initial PC and everything worked properly. During startup, a voice narrator appears outside the Windows accessibility settings. It seems someone is trying to provide guidance.

It wasn't a ready-made setup? Perhaps look into Task Manager's running processes while you listen to the voice.

probably you turned on accesibity narrartor setting for visually impaired... try programs>accesories>accesibility>narrator & disable it over there..

It wasn't pre-built, I checked the Task Manager and only saw Chrome running.

We're discussing workflows, not individual assignments. (Check the second column in Task Manager) As mentioned by @DeViLzzz, capture it for clarity and consistency

Sorry I've spent time at work. I'm using Windows 7, possibly related to NVIDIA since it began after installing the drivers.
