I thought steam included them with CIS? Unless they made a recent change? There were lots of complaints about only Russian options, so people wanted English versions even at regular prices. Probably they did this and now expect petitions for a cheaper version. It’s confusing why they don’t let you choose which version to purchase.
It's not about the income level of people in your country. You're asking if lowering prices for popular games would help you afford them, but that's not the main issue.
