I understand you've reinstalled the operating system several times, but I'm curious about how much was reinstalled before you started testing. It's unlikely you've been consistently reinfecting yourself, though malware could be involved. I'd suggest starting with a few USB devices and running a malware scan like Malwarebytes to be safe.
It's important to note that the CPU surge appears to originate from the game, specifically Arma Reforger.
Have you attempted to strip away the audio, switch to Wi-Fi or USB tethering, and turn off the webcam? Essentially reducing peripherals to their bare minimum and eliminating certain components? I've noticed some unusual problems with AM5 configurations across several builds. Some gadgets struggle with specific USB ports, leading to input delays or crashes. Intel and Realtek 2.5Gb NICs appear to fail on Windows 11, causing instability or freezes that resolved by using Wi-Fi instead on two different motherboards.
Ensure you're aware of the issue—I've been using this setup for more than a year with various peripherals and USB devices. The stuttering persists regardless. I haven't experimented with Wi-Fi alone yet; I have a Realtek 2.5GBE Nic on the motherboard, so I might try turning it off and switching to Wi-Fi instead.
I've noticed similar problems before. My previous and current desktops (9800x3D and 7950x3D) experienced this issue on completely different network hardware. It was fixed either by switching to Wi-Fi or installing a dedicated 2.5Gb NIC via PCIe. My setup now uses Wi-Fi 7 with a mesh Wi-Fi 7 AP placed very close to it.
