Reporting unsolvable stuttering on 7800X3D/4090 Build

I'm facing a really bothersome problem with my build. It's been this way since I installed the PC in late 2023, and no matter what I do, it keeps happening. When playing games, the system freezes completely. It's not just stuttering—it feels like the whole machine is shutting down. Audio disappears, and sometimes I lose connection to servers or USB devices drop out entirely. It's super frustrating considering the quality of my hardware. Initially, it seemed like a failing SSD, with sudden spikes in disk usage and latency. After replacing the drive with a Samsung 990 Pro, the issue changed: Ethernet and CPU usage skyrocket during stutters, while GPU usage drops. I've tried many fixes: updating BIOS to the latest version (3.20), toggling EXPO profile, adjusting general states, swapping SSDs, reinstalling Windows fully, moving games to non-shared drives, stress testing temperatures, checking SSD temps, reseating RAM, disabling/activating Gsync, enabling/disabling PBO, and updating drivers. My specs are listed below: CPU: 7800X3D, ASRock B650E, Steel Legend RAM (4x16GB DDR5 @5600MT), MSI RTX 4090, SSD1 (WD SN850x 2TB), SSD2 (Samsung 990 Pro 1TB), Windows 11 Pro, version 10.0.26100.

Check various game configurations and settings, as they might also indicate an unstable memory chip in the CPU.

Have you downloaded the B650E chipset drivers from AMD.com?

Primarily Arma Reforger, using the lowest configurations or any settings, it continues to work. I have updated the chipset driver to the newest version.

The only other issue I've noticed recently involves PCIe c-states and turning them off, which also forces the 16x slot to use PCIe 4.0. Does experiencing microstutter cause a decrease in your CPU or GPU usage?

I altered the PCI slot to Gen4 in the BIOS, but nothing changed. The CPU usage reached its highest level, while the GPU performance dropped to its lowest.

Consider testing two units—I'm really impressed you managed four, let alone something solid enough for a game launch.

Also, consider testing a basic USB setup. Just use the mouse and keyboard you normally don’t have. Remove everything else first. Make sure you look in Device Manager for any unknown devices before proceeding.
