I verified using Crystal Disk Info; the OS SSD reports 94%, the game SSD shows 100%, while the secondary game HDD displays a caution message.

It seems the problem persists after reinstalling Windows. Should I consider purchasing a new computer at this stage?

Updated: After uploading to Youtube, the audio is smoother overall, though you can still notice some issues. I also checked the event viewer; aside from a few certification problems and intermittent software security service activation (not more or less during stuttering), everything seems fine.

I don't notice any stuttering. Is the issue mainly when the camera pans across the screen? It might be related to the device you're using. Could you ask a friend with a newer monitor or TV to try connecting your PC and check if the problem persists?

You can notice the stutter clearly when I move the mouse at the end.
I connected my TV to the PC and tested it, and everything looks good so far.
I tried a few different games, and none had the problem.
As soon as I put the monitor back in, it reappears.
That's great.

That would tend to confirm then that it's the display you're using that's the culprit, not the PC, as I suspected. It's also why I don't see any stuttering at all on my end.

I've seen the video on my phone and other devices, and it's completely clear to me. But why is this now a problem, even though it was perfectly okay just two weeks ago? And why does it only occur while playing games? There has to be a better fix than just replacing the monitor.

It's unclear what "other screens" refers to concerning other devices you saw, but I definitely wouldn't rely on a cell phone for testing its display quality.
