I verified using Crystal Disk Info; the OS SSD reports 94%, the game SSD shows 100%, while the secondary game HDD displays a caution message.

Updated: After uploading to Youtube, the audio is smoother overall, though you can still notice some issues. I also checked the event viewer; aside from a few certification problems and intermittent software security service activation (not more or less during stuttering), everything seems fine.
You can notice the stutter clearly when I move the mouse at the end.
I connected my TV to the PC and tested it, and everything looks good so far.
I tried a few different games, and none had the problem.
As soon as I put the monitor back in, it reappears.

That would tend to confirm then that it's the display you're using that's the culprit, not the PC, as I suspected. It's also why I don't see any stuttering at all on my end.
I've seen the video on my phone and other devices, and it's completely clear to me. But why is this now a problem, even though it was perfectly okay just two weeks ago? And why does it only occur while playing games? There has to be a better fix than just replacing the monitor.
Well, considering you mentioned earlier that when the PC is connected to the TV you don't see it, it suggests you might be using an old monitor, as discussed in your first post. It's unclear what "other screens" refers to concerning other devices you saw, but I definitely wouldn't rely on a cell phone for testing its display quality.
