Can I upgrade the Kingston Fury Blk Memory 16GB Kit 2x8gb DDR4 2400 CL15 to reach 2933mhz CL16, and does he claim it can go beyond to 2666mhz?

No one can assure you that because it relies entirely on the quality of your processor's memory controller (silicon) and the memory chips in your DIMMs.
I must mention that the chances of having better memory chips than 2400 are quite low, as DDR4 is mostly placed into the widely used 2933-3200 rated DIMMs. If yours could handle it, they would have chosen a different chip instead.
All you can do is attempt it.
