The OEM key must be cleared from the old system before using it on a new PC.

No, you cannot simply format the hard drive or deactivate it with SLMGR commands. Those actions require specific system tools and permissions.

The product key was applied during the original PC activation. Deactivating now shouldn’t cause issues unless you lose access to the key, which would prevent updates.
