It's similar to standard software. Removing its main parts will cause it to stop functioning. Reinstalling will restore them. Before any system ran Windows, the storage device was blank. You only require an empty hard drive to set up the operating system. It's not about deleting files or searching for missing components inside your machine.

You can't remove System32 easily, it's a tough task. It's simpler if you're outside Windows, but inside it prevents you from doing so. Also, you can't delete files you're currently using. The humor here doesn't make sense.
