I don’t see any value in this. Have you tried any methods to eliminate it? Before, it was simple in PowerShell using "Get-AppxPackage *people* | Remove-AppxPackage" or removing it with ccleaner. The only PowerShell instance I noticed is the one you provided. Would removing it clear everything related? The command you shared might be effective if that’s the situation.

To install using msinstaller, you need to check Technet or Bing for the exact command to run msiinstall with the package name and ID.
