Sure, you can change the default tab location by adjusting your system settings. Look for options related to pinned tabs or tab management in your OS preferences and set "All apps" as the default. This should redirect your clicks to the main tab bar instead.

On Windows 10, you can configure the system to display both the All Apps list and live tiles together, and you can delete all live tiles. This will leave you with just the All Apps list.
