The power part covered in a sugary layer inside a packed capacitor space of the board, along with power issues, makes me think it might be leaking or blown out.

I will re-examine it, but everything seemed fine and I gently touched the capacitors with my fingers—they didn<|pad|> to stay steady...

Wobbling doesn’t show if it’s damaged. I don’t know the caps on that board, but if they’re electrolytic they might have leaked and could be faulty, or otherwise harmed internally. This could damage the CPU or lead to power issues.
