I’m setting up my operating system on a new SSD, but I’m curious—will moving the OS affect the apps and software on my old HDD? Also, do PC drivers and Steam games work properly if the Windows is on a different drive? Thanks!

Absolutely, I'm confident this will feel like a brand new setup with everything replaced.

This means the files should remain intact, but I’m not sure if Steam or other tools will be able to identify them.

You can retain all the data on the hard drive. Disconnect it to verify it won’t harm the device. Every drive and file on the boot disk will be removed.

You might lose your drivers, but your Steam games should be okay. Steam games are stored on a specific disk, similar to files. When you download games, you get the choice of which drive to install them on. You can keep HDD files. I’ve definitely made a backup of important files just in case, like game saves and so on.

I would remove certain Windows files and partitions to prevent confusing your system. Just like deleting system32 from an HDD after installing Windows on an SSD.

Also, consider your storage type and its speed when deciding if installing a game is a concern. As I mentioned, keep your important save files ready and begin the setup from the SSD.
