I'm based in Malaysia, but the game isn't available for purchase there. I don't want to use torrents. Could anyone suggest where I can buy it and add it to my Steam library?

Don't overlook the steam discussion thread. They probably shared some links to purchase ROW keys.

Remaining regions. It's reassuring to know it won't be permanently restricted, similar to PES2017.

Rest of the world echoed xAcid9's views. Similar games like MGRR and Castlevania are stuck because Konami doesn't care. They don't even attempt anymore; I feel more certain that Square Enix is looking for more money.
