I discovered a tool named GParted Live that seems to meet your requirements. After some adjustments, I realized it wasn't working with NTFS formatting, so I switched to different software.

Gparted is the top choice for you. I wish you avoid any crucial tasks during your Windows 7 setup.

It doesn't matter whether it's legitimate or not. I haven't used a genuine operating system since Windows XP. Are you starting from a USB or CD? Because Windows should let you format it.

I am starting a DVD for all my tasks so far. I discovered a bootable version at http://www.partitionwizard.com/download.html to check the hard drive and perform other operations. After scanning, it showed no errors, so I partitioned it for NTFS and attempted to install Windows 7 32 bit, but it didn’t work. Just a few hours ago everything functioned properly, yet I tried reformatting and it failed completely. I have two bootable tools or a fake Windows 95 copy that still recognized the drive and opened, though the Windows 95 system crashed because it couldn’t locate a specific device. My Windows 7 32 bit copies are also not working. I wish I had a genuine OS disk nearby. I do have a real Windows 98 copy, but I can’t locate it. Maybe something is wrong with my setup? Anyone have any ideas on what might be going wrong?
