Use the Command Prompt by pressing the Windows key, typing "Command Prompt," right-clicking the app, and selecting Run as administrator. Enter "powercfg -h off" and press Enter. If this didn’t help, try again with different commands.

Remove the battery when the PSU isn't connected. Or by pressing a specific button (details in the motherboard manual).

Yes. Disconnect power cable, remove side panel, locate and pop out BIOS battery (CR3032), wait couple minutes, pop it back in, close side panel, reconnect power cable, boot. This is basic troubleshooting step for any motherboard related issues.
