That is the inquiry. Since uplay games cannot be refunded, the website explicitly mentions that every purchase is final.
But it wasn't purchased from them, so their refund policy is irrelevant.
No, the explanation lies in the fact that Valve and Ubisoft would have to be very foolish and never created a method to delete the CD Key on UPlay if it's removed on Steam. Considering UPlay has been integrated with Steam since at least AC4, I strongly suspect this isn't possible.

To confirm key management, it was noted that UPlay recognizes a Steam purchase. Installing a game I own on Steam that UPlay detected opened Steam to download it.
