The processor seems to be limiting its speed to maintain stability, often due to incorrect voltage settings in the BIOS. Have you changed the CPU voltage within the BIOS?

I've tried a tutorial on reducing the CPU voltage, but it hasn't helped. I wasn't aware of these internal speed limits.

Adjust the undervolt setting back to the standard value in the BIOS. The proper method to lower voltage on a B760 board is to rely solely on ThrottleStop. Changing voltage in the BIOS can cause performance to halve. Monitoring tools will display the CPU operating at maximum speed, while internally it runs at half power. I’m not sure why this happens, but it’s a recognized problem. Around 31,000 is typically a normal Cinebench R23 score for a 13,700KF when throttling isn’t active. Verify your R23 result before tweaking ThrottleStop to establish a reference point.

I'm adjusting the fixed voltage to 1.350V, but it keeps changing to 1.5V and causing overheating. It seems I can't control the voltage settings properly.

They're referring to a different voltage setting than the one shown on the BIOS. You may need to turn on SVID support so ThrottleStop can adjust your CPU voltage. Make sure you're checking the VID voltage, but note that this isn't the same as the voltage supplied to the CPU itself. Use HWiNFO to see what VCore voltage it displays. VCore matters most; VID is not.
