I own a Ryzen 7 2700 with a GTX 1060 3GB and 16 GB of RAM. While playing GTA 5 I experience roughly 30% CPU usage and no GPU activity, maintaining around 60 frames per second. This issue appears only in this game, and the settings don’t seem to influence performance or frame rate. I’ve reinstalled the game, updated the chipset and graphics drivers, and turned off V-Sync in both the game and the Nvidia Control Panel. I’m unsure what’s causing it and don’t have any logs to reference.
I just tested it and set everything to "Very High." GPU usage went up to around 15%, while the CPU remained unchanged. The frame rate didn’t improve.
The 2080 Ti runs smoothly only at lower resolutions, barely noticeable at 1440p and only starting to function well at 4k. At 1200mhz it feels like it's just sitting idle. Using VSync at 60Hz for 4k and 120Hz for 1400p makes it perform poorly. Everything is set to high settings, but the experience isn't smooth without VSync.
At least the GPU is running smoothly. My system shows 0% usage and I’m seeing 60 frames per second.
On VSync at 1440p I’m near zero frames (120Hz). It’s hard to share because full-screen mode is needed for VSync, but then I see only a black screen. I haven’t seen consistent performance at 4K yet. If you haven’t tried it yet, push the power limit to its maximum. My EVGA XC runs around 1965MHz at roughly 124% of that with the current overclock. For a modern game I’d have to crank fans to 100% and add extra overclock to hit 2010MHz, but I’m reaching 2040MHz in some parts. At 1080p the frames are lower than at 4K, and I experienced stuttering that made it unplayable in certain scenes.
