I've checked posts from others over the past few months, but nothing seems to work. If you could clarify what's happening... that would be helpful.
Running: 3950x X570 Aorus Master Trident Z 64GB DDR 2133 3 Aorus M.2 SSD drive - not full, latest drivers/Bios. Thor PSU 1200 6900xt Waterforce - CPU Heatkiller IV Pro NB Waterblock MO-RA3 420 Industrial Line with 9-120mm fans. I'm slightly overclocked to 4.0GHz. Some days it drops below .5MHz, especially when playing or watching videos—it won't recover. I've tried changing the power plan, but nothing works. Resetting everything back to stock helps for a few moments at around 4.5GHz Slow Mo, but the VRM MOS keeps fluctuating—sometimes 60°C, other times around 123°C, usually between 80-120°C. CPU temps stay under 66°C most of the time.
I suspect the technical explanation if not the practical one. The clock speed drops when it’s idle, but I’m not sure why it idles at the wrong moments. I recall it was a problem with Ryzen 2 and the quickest fix was a technical overclock to stop idling, though it used more power.
