Hello, I own an RTX2070, an i7-7800X, and 32GB RAM. I've tried to run GTA V but it's running at around 30 to 45 frames per second in-game, which isn't smooth. It's strange since everything seems normal and VSync is off. I'm confused because my PC handles GTA V easily, and a friend with a Ryzen 5 and RX580 can run GTA High settings at 100 FPS. Could you help me out? Thanks in advance!

Possibly numerous factors could be involved—drivers, background programs, GPU configurations in the NVIDIA control panel, or even a faulty OCR component.

I’m thinking about running several programs to track CPU speed and temperature, adjusting power settings via the Nvidia panel to Adaptive mode, checking BIOS OC options if available, updating GPU drivers, turning off game modes in Windows, removing any tools claimed to boost performance (if installed), adding dx redist, installing chipset drivers, and disabling AV features. It’s a lot to manage, making it tough to pinpoint the issue.

However, the settings are perfectly fine—Battlefield 1 performs well on ultra and offers solid FPS. Assassin's Creed Syndicate is also great. Why not try GTA V, which is the oldest among them?

Review the game's configuration. It could be a vertical sync issue or some advanced settings set too high.

All systems appear fine, my computer should operate smoothly.

It might be your CPU issue. Even though it's a costly model, the 7800X doesn't perform well for gaming unless you're using it at its original specifications. Consider starting HWMonitor in the background during gameplay to check if temperatures reach 100%.
