I completed a fresh setup using the latest Windows 11. In fullscreen, all tested games maintain around 60-80 FPS but experience noticeable stuttering. The system draws roughly 60-80 watts when in fullscreen. Switching to window mode stabilizes performance, pushing power usage above 300 watts without any lag and restoring optimal frame rates. I installed the GPU before other components, so it worked well with Windows 10. All drivers and BIOS updates are current. No overclocking has been performed. Current configuration: Gigabyte X870 Gaming Wifi6 Corsair 2x16GB DDR5 6000Mhz (approved RAM available), slot 2 & 4, Corsair RM850i PSU, Gigabyte Aorus 9070XT, Ryzen 7 9800x3d.

You've just tested my recommendation, but you're encountering the same problem again. It's been a challenge with Windows 11, especially for gaming. I've adjusted the power settings to performance mode.

I discovered the issue was my second monitor. It seemed the games didn’t recognize the main monitor even though it was showing on it. After unplugging it, the system adjusted to use the correct one (auto-detected in some titles). Things are working well now. This should help others facing similar problems.
