If cooling was sufficient, performance should increase further. Instability at high clock speeds might restrict turbo gains. Previous power throttling means undervolting can aid turbo. When reaching the turbo ceiling, it won't improve turbo despite reduced power usage. Be sure to specify the CPU model for clarity.

The CPU must continuously aim for its peak turbo capacity when allowed. Underestimating the CPU will not halt its attempt to hit maximum turbo, only cause it to fail if power isn’t enough. This is referred to as an unstable underclock. The best approach is to gradually reduce settings and perform stress tests until it stalls, then gradually return to stable operation.
