Try reducing the CPU throttling temperature to around 80°C. This should help lower the overall heat without sacrificing performance too much.

95c isn't really great for a laptop, and I'm not sure if you can adjust the temperature to let the CPU slow down on its own.

Start by dusting the laptop and then verify the temperatures.

I suggest wiping the laptop, though you might prefer not to replace everything. Once done, use Intel XTU to tweak CPU speeds or simply adjust the Windows power plan you select, lowering Maximum Processor State to 99%. This should noticeably slow down your CPU performance.

You might be lucky if you reattach the CPU and clean it well if it’s dusty. I’m familiar with your laptop’s heat issue—temperatures spike during charging, the fans crank up, and I attempted to take off the back cover but ended up hitting a stubborn screw. It took me a while, and in the process I broke two T5 screwdriver bits. I also couldn’t manage to remove it easily.

I restricted the top boost clock to 2400MHz in throttle stop. It instantly reduced the temperature to around 80, which I’m comfortable with. I’ve already tested it with MX-4.
