Yes, you can restrict your brother's internet speed temporarily. There are tools and settings you can use to limit bandwidth, such as Quality of Service (QoS) configurations or parental control software. Adjusting the limits to around 50KB/s should help manage the game performance and prevent excessive usage.

That means two things.
I’m not sure about the limits but you can handle it with netcut.

You can configure Qos rules on your router, but if playing a game causes slow internet, it might mean your connection is poor or your device has issues.

the internet will remain functional you just need to block the access for the individuals you wish to restrict

We actually possess a 5MB/s connection, yet the service stops reducing it after just one week, even though we don’t generate significant traffic beyond gaming.

It seems unclear, but using Skype might display a video, which could affect the quality.
