I plan to boost from stock clocks at 50MHz steps and test CB, then share my findings later. However, I'm curious about what might lead to a power-envelope throttling. Could it be if the CPU uses more power (watts) than the VRM can supply without overheating or other problems?

I re-executed cinebench R15 at 3.8GHz and the result remained 1645cb, which is still considered low. Could you consider checking other parameters or adjustments? There might be a chance the issue stems from a failing power supply.

Yes, most power issues seem connected to the PSU. However, I assume your Evga unit should be a high-quality, trouble-free model.

I reran cinebench R15 @3.8GHz and the number dropped to 1645cb, though it remains low. Could you suggest what to check or change again? Might the issue stem from a failing power supply?

Tested it myself, my Ryzen 7 1700 runs smoothly at 3.9GHz. At 3000MHz I see a cb score of 1740, and at 2400MHz it drops to 1705. If your RAM is in single channel mode, you might get even lower scores at 3.9GHz because of reduced bandwidth.
