Input lag refers to the delay from using a keyboard or mouse. You mentioned you won't be able to do much if your monitor or TV has a strong signal or processing response, but you're unsure about your hardware. Please describe your setup in more detail, especially regarding VSync and the issues you're facing.

As boju said, some displays cause more input lag than others, so list what brand and model you have. Also, mo matter whether it's a monitor or TV, many modern ones have a picture mode you can set them to that has the least amount of input lag. It does this by limiting or disabling video processing. This mode is often called Game mode.
