You're checking the system load using MSI Afterburner. Enable Unified GPU load monitoring and turn off Ultra Low Power State. The Task Manager may not display accurate information on some machines.

I'm checking Task Manager and CAM; they both show low GPU usage. When I started Cyberpunk, the GPU load fell between 1 and 7%, but the temperature kept rising along with the CPU.

Same here with the RTX 3070 Ti and the i7 12700K. Everything worked fine until I adjusted the Nvidia control panel, chose power management to prioritize maximum performance, and then encountered the same issue. I tried all the suggestions you mentioned, but it didn’t resolve the problem.
