You can still target APU and GPU, but it looks like you might have missed something, which could lead to the problem if you did. Overall, I'm not sure what to do next.

We need to understand why reducing graphics settings affects frame rate. Lowering quality usually causes performance drops because it strains system resources. If the bottleneck is related to the GPU, higher settings should not improve FPS.

The engine's behavior is confusing and doesn't make logical sense. This is the only explanation I've come up with after seeing it, and I've experienced it firsthand in TF2 as well. Running at lower resolutions like 640x480 with older tech like DirectX 8 actually slows things down more than when I use higher settings such as 1920x1080 with modern drivers and maximum performance.

The issue isn't clearly explained, mainly due to the unusual nature of the Source engine. Your CPU can handle CS smoothly at over 120 FPS when the GPU isn't limiting performance.
