It seems you're suggesting that saving power in this way could be effective. A typical 100W rating fits well with the wattage of your PSU and its efficiency. From what I've seen, simply adjusting voltage and limiting power won't change the fundamental power drawn from the wall during idle or low load. This is based on my own testing and observations.
Perhaps Intel is involved, though my system with a 5800X3D runs around 55 watts even when idle.
13th gen models can run at single digits, I question if the 5800X3D is achieving that. The video just aims to demonstrate Intel’s direction toward single-digit performance—I understand the 7900X isn’t the same as 5800X3D. Are you checking voltage from the wall using a smart outlet or a watt meter? Or are you tallying values from HWinfo? From the wall, idle power should match most people’s around 100W more or less, depending on your PSU. HWinfo might indicate your CPU and GPU use under 20W together, but your PSU will still draw several times that from the outlet.
I mentioned it clearly as 66 from the wall and 55 actual usage. 100 is insane and definitely an Intel thing, not my fault lol. By the way, a solid PSU will explain all this better than a cheap "wall-ometer" from Walmart—this isn’t just idle. Also, no offense, but I think you should cut back on the YouTube videos.

You don't need to agree, but it's pretty much common knowledge that most modern computers don't use 100 watts while idle... you're the one reacting personally, otherwise you'd admit you might be wrong given the evidence I shared.
