It indicates a problem with the VGA, possibly a fault or missing component, preventing POST. Clearing CMOS might help. If your older R9 390 still shows the red VGA light, the board likely has an issue. Re-seat the card to verify the connection. It shouldn't be too hard if you can replace other components. Clarify whether you're checking the vBIOS on the 6600 or the main BIOS on the motherboard.
