It's accurate. My 1070 isn't a ti and my motherboard only supports up to 2133 RAM. This happens because our i5 models are limiting the performance of the 1070, preventing it from reaching higher frame rates. Reducing or disabling settings that either reduce FPS or increase CPU load would help. A 1070 ti doesn't support ultra quality without a CPU that can handle it, but it still allows more graphic settings to stay higher than a GPU with less than 4GB of VRAM. This is especially useful when using high-resolution textures in games like Middle Earth Shadow of Mordor/War or Monster Hunter World.
Which game are you playing? You might want to try my graphics settings if it's Origins. Absolutely. It mainly helps eliminate stuttering in games that need more than 8GB of RAM. It's definitely worth it. I'm happy to go up to 16GB. I planned to upgrade my motherboard in 2019 because I'm playing more demanding games on a 1440p monitor at 144Hz, but until I can consistently hit 60-90 FPS across many titles, I'm sticking with what I have. I also play a lot of less demanding games where I can maintain over 100-200 FPS. The only game I can't reach 60-90 FPS in is Assassins Creed Origins. So upgrading my hardware for just that one game isn't a big investment.
Another reason I might consider an upgrade would be if my monitor was 4K, but it's not. I really like 1440p as much as I do 4K due to the higher refresh rate.
I believe the console port requirements are exaggerated. I've tested porting PS4 games on a laptop that didn't meet the minimum specs. If your system is similar or better than a PS4, you should be able to play RDR 2, though you might need to adjust some settings.
If the CPU handles around 60fps smoothly but struggles at 80-100fps, consider limiting the frame rate to 60-70fps to ease the load, or adjust settings as recommended in guides for more demanding configurations.
