Switching your local IP address has no effect since the data continues to pass through your ISP. The connection you have is routed through the cable provider and then to the speed test server.

When your parents agreed with your ISP to use the internet, they assured the ISP to capture the data from your place and send it elsewhere. If you entered a contract with another ISP, they would process your traffic and utilize it too.
