Recently discovered that my machine didn't shut down by itself for several days. Both fans and CPU remained active. Checked Task Manager and saw the processor consistently using 20-30%. Ran 'powercfg -requests' from a command prompt and identified usocoreworker.exe as the blocker. This file appears linked to the latest Windows update package. Visited Windows Update and found KB4517389 stuck at 98% download speed. Tried stopping services with 'net stop wuauserve' and 'net stop bits', then cleared the downloads folder in %windows%/softwaredistribution/downloads. Restarted via 'net start wuauserve' and 'net start bits'. After updating, KB4517389 completed successfully and the system restarted automatically. The boot process showed a 'cleaning up' screen before the OS loaded. In the operating system, I confirmed usocoreworker was removed from 'powercfg -requests', and CPU usage decreased. Now the computer powers off properly. It seems many users face the same problem—Microsoft may release a fix for this update. Any additional tips to escape this loop would be appreciated.

I received a fix from BleepingComputer. Downloaded the cumulative update KB4522355, which replaced the outdated KB4517389. After updating, Windows reached the "up to date" status, so usocoreworker stopped working, resolving the sleep issue.
