I reused some outdated components. Each one is functioning properly after upgrading my current desktop. I'm attempting to configure a media server using these old parts. But for some reason, I can't access the BIOS. Build: Ryzen 5 2600 RAM: DDR4 16GB Corsair LPX 3000 MHz Mobo: Asrock B450m Pro 4 (I don't remember the BIOS version from before, though the 2600 was the last CPU used on it.) SSD: Inland Prime 500GB NVMe installed in the top M.2 slot, bottom slot only for SATA GPU: MSI GTX 1660 I've experimented with different USB 2.0 keyboards and mice, changed the back ports, and reset the CMOS by removing the battery. When I power on the system, I reach the screen below but can't proceed further. Everything seems normal, fans are spinning and case is fine.

I have two units in the 2nd and 4th positions when counting from the CPU. They've always been placed in the same spots before. I haven't tested using just one yet, though I used both RAM sticks in another system two months ago without any problems.
Place your RAM stick into the A2 and B1 slots and attempt it once more.
So the RAM sticks didn't make a difference. I tried your advice and used just one stick per slot, but nothing worked. Then I removed the SSD and put both RAM back in, which allowed me to access the BIOS. It showed version 3.5, and Asrock doesn't suggest updating past that for my Pinnacle Ridge CPU (see the link). Probably I need a new SSD.
Consider testing various USB connections for your keyboard or mouse. I've had trouble getting USB keyboards to appear in BIOS even though they functioned properly in Windows. You might want to try the spare mini USB keyboard you have on hand—plug it into any available USB ports and see if that resolves the issue. Also, experiment with different USB ports on both the front and back panels.
Tried various ports but no success. The problem seems linked to the M.2 slot—two NVMe drives block BIOS access, yet I can reach BIOS without them installed. All four HDDs are detected in BIOS. A new motherboard has been ordered and should arrive tomorrow. I’m hoping this fixes it. If not, I suspect an issue with my CPU. I recently replaced the R5 2600 with the R5 5600 on a system with two NVMe drives, which still works.
It seems the M.2 port stopped working during storage in its original packaging. The cause isn’t clear, but using a fresh motherboard restored normal operation.
