I think the problem might lie around 1650, possibly testing the limits of basic requirements. It seems you should not face difficulties, especially with 1080p and a powerful CPU like the 6c 12t. Your 3060 should handle it without trouble, and with an i5 10400f and a 2060 you’ve already achieved smooth performance at 1440p. A stable frame rate of 70-90fps should be achievable. If not, it could point to RAM issues since you didn’t specify your memory details. What RAM do each system have?

I've noted that running on my 1650 doesn't pose a problem. It runs smoothly at 60fps with just under 1080p, though my laptop drops to 720p for most consistent 60fps. Both have 16GB RAM.

It's hard to figure this out. You shouldn't be running the game at such a low setting with those specs. Have you looked in your Nvidia control panel or hardware settings to confirm nothing is blocking performance? Could your laptop be faulty?
