the PC restarts repeatedly, cycling through all four warning lights (CPU, DRAM, VGA, BOOT) in sequence every few seconds. It’s stabilized enough to boot and log in briefly before restarting again.

I’ve tried several fixes—removing the motherboard battery, using only two RAM sticks in slots A2 and B2, and taking out the hard drive assuming an M2 SSD OS. I also removed the existing SSDs to see if a different one would work. I’m cautious not to damage the board while assembling, especially since this is my third PC build with components from 4–5 years ago.

Currently, I’m keeping it together in a new case and using a new AIO cooler. I can’t install any updates yet because I don’t have a router and the Wi-Fi adapter hasn’t arrived. I’m hoping to wait a few days before trying more solutions or replacing the motherboard if needed. The specs in BIOS are correct, but it’s not powering through consistently.

I’m counting on patience—hope everything works once the BIOS updates arrive or I get a new adapter.

Are there any friends whose CPUs fit the socket? It’s important to confirm your CPU before purchasing a new motherboard since it can be confusing.

Unfortunately, I’ve relocated to a new country and none of the work machines are running an I9. I’m hoping I didn’t damage the CPU, which would be costly to replace. The motherboards might still benefit from a swap, but I’m trying to figure out what else I could do or attempt. I booted it several times with minimal cooling—using the wring standoffs and keeping the AIO away from contact—to maintain a shutdown around 90°C.

If it didn’t pass the 90 due to frequent shutdowns, then it should work just fine—CPUs can run above 90 with little trouble. I wouldn’t suggest staying at this setting for extended periods, but it’s okay if it reaches that point. Don’t think you’ve damaged it.

Are there any current guarantees or return policies? It would be wise to replace it quickly to save money, though you're unlikely to have damaged it from overheating—just be careful

Power source is 750 Watts. The cooler AIO I switched from Kraken X62 to ML240 shouldn't consume so much more power. All other components remain unchanged, and it's been four years since then.

Also I recall in the BIOS you used to overclock a long time ago, you just went to auto upgrade CPU and chose i9 9900k at 5ghz, then ran tests. Now in the same section it only lists i3, i5, and i7—maybe that’s not directly related?
