I've been using this CPU for nearly two years now, and it hasn't been reliable. I've noticed the performance drops significantly during gaming—stutters appear, and FPS falls at higher resolutions like 1440p. It's becoming clear even when I'm playing, and the issue persists across different settings. The temperatures are low, ranging from 50 to 55°C during gaming and 60 to 70°C under full load for tasks like Premiere or Cinebench. The specs are solid: AMD R9 3900X, XFX RX 6900 XT, and several high-end components. The Cinebench scores with per-CCX OC settings (4375-4350-4300-4325 MHz) at 1.35V, but both multi-core and single-core results decline when auto mode or CPB/PBO is enabled. I'm really confused about what might have caused this and what fixes could work.

Usually, these aim to boost speed, but sometimes they focus on fixing security flaws instead. More often, background services or apps are responsible for the effects you’re experiencing. Updates to those programs and Windows can also contribute to what you see.
Games still experience stuttering and overall performance drops, especially with reduced GPU usage. I play a variety of titles including Tarkov, Apex Legends, Sniper Elite 5, and Cyberpunk. I’ve noticed my performance declining after the latest non-beta BIOS update, though reverting to an older version didn’t help. I keep my PC clean—no unnecessary programs, pirated software, or anything that could affect speed. It’s possible the Windows update caused an issue, but I’m not sure.
Focus on system-related issues by reviewing the startup section in Task Manager and examining MSCONFIG. Look for any non-Microsoft applications listed under the system checkbox. To investigate potential performance drops in Cinebench, adjust its priority to "high." Open Task Manager while running Cinebench, locate the associated .exe file in the details, right-click and assign high priority. Run a single execution instead of continuous testing. The system might appear unresponsive, redirecting CPU resources to Cinebench rather than other tasks like mouse movement or GUI interactions. Allow the process to complete its normal duration, then observe if performance improves. If so, background processes are likely consuming CPU time.

If the change is very small, you're likely still in the safe zone. This mainly influences multi-core ratings. Other activities that consume CPU during the test usually don't impact single-core performance unless they use a lot of resources, but even a slight percentage can shift multi-core results. Regardless, based on what you listed for startup, you might want to turn off as many options as possible to test the effect. It's straightforward to re-enable them after some trials. I'd keep AMD services active just in case, though most other settings don't need activation for testing. Just remember that disabling anti-cheat will affect online play negatively. There are other unrelated factors you can experiment with, like disabling XMP to check for stuttering (though I'm not sure if this was already tried). XMP/DOCP settings are usually safe, but they're not foolproof—past issues have shown crashes on certain configurations. No change at all Disabling XMP also led to reduced overall performance. I’m not sure anymore. Can I find MSI’s older beta BIOS versions? I’d be curious to try an earlier BIOS even though it’s beta. I’ve checked a bit, but it looks like they only list non-beta versions on their support page.
Returning to an earlier stable version should work without issues, you won’t need to go through that beta again if you want to test a BIOS rollback. Ideas are running low. If you have an extra drive, consider a clean Windows installation as a trial.
I'm reaching out because the BIOS on my MoBo's site is from 2020... I really don't want to go back to that, hehe. I sent an email to MSI about it, and we'll find out if they can assist.
It shouldn't really be a big problem. Time since the last update doesn't always mean many changes. In the worst scenario, you can revert it.
