Power restriction is mentioned, but it keeps increasing regardless of the perfcap reason. If the temperature drops slightly, it still manages to increase further. Experiment with it and see how it behaves. Load up something like Furmark and observe the clock starting high, then gradually reducing power as the graphics card gets hotter. Adjust the fans to manage the temperature while maintaining performance.

I've observed this outcome before, though I didn't investigate it closely. The only idea that came to mind was that boosting the cooling around the card also improved the VRM's temperature. A warmer VRM isn't as efficient at producing power, which might suggest it was hitting a power ceiling even if it wasn't reaching the power limit I intended.
