Enter Steam, open the game, right-click it, and select delete local files. Turn off the antivirus, then reinstall the game.

Stupid question, do you actually have enough disk space for the game? I imagine you do since you uninstalled it in the first place Can you verify the game cache WITHOUT the dlc installed?

I can set up The Binding of Isaac: Rebirth and Afterbirth, but with afterbirth+ I encounter a disk write error.

Didn't you remove Afterbirth from the DLC list in Steam, then close and exit, and later re-add it? That's what I needed to do for it to function.
