It is literally only roblox on an fully functioning system that runs everything non roblox i throw at it just fine with no stutter. and no, im the only one so far with that kind of issue. You will find slight lagging, but thats it. Also: the problem persists with 2 15 second lag spikes every 2 minutes or so [8+1 sec normal+8sec or 15 secs and gone for 2 minutes] now, and let me tell you it is fucking annoying if youre in any shooters

It seems adjusting the settings isn't resolving the issue either. I saw many issues with top-tier builds freezing in Roblox after searching online.

Nope Like i said stutters are normal, but those are just straight up timed lag spikes of up to 15 seconds And i noticed they strangely vanish when i record with obs

Try recording using OBS during gameplay; it might help. It’s possible Roblox uses an iGPU instead of a full GPU, which could affect performance.

I’d keep a close watch on everything happening during a Roblox session, noticing any unusual patterns or actions.

And we're continuing the loop. If this only occurs within Roblox and disappears when Obs is running, it's probably not a drive or driver problem, but rather related to Roblox itself. Anyway, it works now, so I'm done here.
