I recently upgraded my 3060 to a 4070 Super. When I encounter deep gameplay drops, I sometimes clip the frame rate, which you can notice in the top right FPS counter. The CPU is a Ryzen 7 5800X, the PSU is 850W with an 80+ Gold rating from Thermaltake, and the max temperature during games is around 70°C. I also updated the drivers via NVIDIA and everything seems to be working fine. The video you shared is titled "Untitled video - Made with Clipchamp (10).mp4."
Use MSI Afterburner or Intel PresentMon to track GPU activity. Check GPU load and CPU utilization in PresentMon for detailed insights.

GPU consumption is the focus. A decrease might signal CPU constraints. Intel PresentMon seems more detailed, tracking both GPU and CPU activity. This helps identify which part is restricting your speed.
