Based on what I've seen, it's generally a better GPU-bound game. My Ryzen 2600 handles around 50% usage quite well.

45-65 fps and as noted, the game relies heavily on the GPU. It's also recognized that CPU usage spikes in the most demanding sections, particularly within the city area.

I'm not sure if this is due to optimization problems. However, I've been dealing with CPU-related stuttering for a while now. It works fine unless you enter any kind of city or crowded area, after which the stuttering becomes unplayable. I've tried all the fixes I could find, but except for possibly slightly reducing the stuttering frequency, nothing helped. I've heard that using DX12 instead of Vulkan might assist (since I believe Vulkan is meant to move work from GPU to CPU?), but the game doesn't launch with DX12 for me. The stuttering remains just as severe at the lowest settings, so no adjustments have improved it.

Basically, my CPU usage is at 100%, and the GPU barely starts up (it runs around 60°C, not getting hotter). I have an i5-4690k with overclocking and a GTX 970 running at 1080p.

I believe Vulkan offers better performance compared to many other APIs, delivering higher FPS while reducing stutter in dx12. Even though I can't complain about any stutters, sometimes a graphic setting set too high blocks the game, such as with full gras detail. Possibly your CPU is outdated for these kinds of games—while it can handle some load, the current KIs are quite demanding on it. Four cores and four threads aren’t as modern anymore.

I'm still hoping DX12 starts working soon, because even on medium settings I am running 60+fps between stutters, and no graphics settings affect the stutters. And while I do agree my CPU is for sure becoming a bottleneck, Rockstar's own minimum spec CPU is is an i5-2500k, with the recommended being an i7-4770k. So I obviously should be able to
at least
run minimum settings, but most likely higher settings, according to those specs. I guess there isn't much I can do until rockstar at the very least fixes DX12 and/or hopefully starts releasing some optimization patches. I can only hope...

Thank you for your feedback. However, DX12 continues to crash due to memory issues. Even after adjusting settings as suggested, it remains unresponsive. It seems I’m unable to play the game at this point, which is quite frustrating...
