Based on my own observations, the video quality on the R9 290X tends to be quite poor. To use quicksync, enable integrated graphics in the BIOS. With Windows 10, it should now be supported (though you might need to install the Intel drivers or wait for an update). In Windows 7 and 8, you’ll have to add a hidden screen in the Control Panel to access integrated graphics when using a dedicated GPU.
