I'm sorry, but I'm just going to have to ignore you. I'm not sure why you're being so adversarial. You're not disagreeing or disproving my suggestions, so I'm just going to assume you're trolling. You're also wrong about changing multiple variables, if you change both and if it changes the behavior, then revert one change at a time. Changing two variables can speed up a process if both/all changes don't change the result. Sometimes you do that, sometimes you don't, why I say "and/or", really depends on the individual's preference. I'd suggest simply removing the dGPU if it were an option, but its not unless OP has another dGPU laying around.
Thanks for the update. It looks like the power issue might be the main problem. The computer isn't turning on at all, so you're using an older 500W PSU. You mentioned telling them not to put it under load and just check if it works with the old PSU.
The 5800X in ECO mode maintains performance while minimizing power draw, preserving CPU efficiency and wattage. A 500W power supply should suffice for the full 5800X and GTX 1650, though if you're worried about overdraw, ECO mode is recommended. Each component should stay under 500W with one or more 12V rails, typically capped at around 200W.
I wasn't completely confident, I tend to use power supplies with a bit more capacity than needed for things that won't demand high power later on.
