I’m considering purchasing Cities Skylines and am confident my system can handle it well. I’m curious whether performance relies more on the number of cores or clock speed, and if the game is demanding a lot from the graphics card.

It relies on the CPU more, and you're well prepared. I believe increasing clock speed would help, though with so many cores and threads it's not the biggest concern.
