Check if xmp or docp is enabled or manually configured. Place RAM in slots 2 and 4, update the BIOS. Configure the SOC to 1.1 (for AMD assumed), set DRAM to 1.35, and apply advertised speeds. Run memtest86 and OCCT to ensure stability. Good luck!

Using the 2x8 GB kit only in slots 2 and 4 is recommended, as mixing and matching ram often leads to issues.
