I experienced the same issue with Corsair Vengeance 2x8GB RAM at 3000MHz when turning on XMP on a Z170-A. I had to adjust the timing manually, even though XMP applied the same settings, and experimented with VCCIO and AGENT voltages. Sometimes raising their voltage helped. Hope this gives some insight for others.
