Looking at recent trends in gaming, speed isn't as crucial anymore. With modern GPUs, reaching higher clock speeds isn't the main concern anymore. CL15 at 3000 equals 10 nanoseconds delay CL16 at 3200 also matches 10 nanoseconds delay CL18 at 3600. Thus, the total delay remains consistent, as it depends on the CL value and the frequency.

Consensus reached. Equal latency indicates speed (frequency) matters. More details: CAS Latency is shown in clock cycles. Greater frequency means quicker cycles = reduced absolute latency.

For clarity I will note that the actual RAM speed is half of the stated clock frequency. Therefore a 3600MHz RAM operates at 1800MHz, but due to double data rate it provides two bits per cycle, effectively doubling the real clock. When determining CAS latency you should use the genuine clock value, not the adjusted one.
